Techmart online is managed by National Centre for Scientific and Technological Information (NACESTI), under the Ministry of Science and Technology (MOST). NACESTI is the national focal node in the network of S&T information service organizations, was established on 24 September, 1990 on the basis of merging two organizations:

• The Central Library on Science and Technology (founded in 1960) and
• The Central Institute for Scientific and Technical Information (CISTI) (founded in 1972).

 1. MAIN FUNCTIONS OF NACESTI

- Formulating and implementing S&T information programs in the whole country. Supervising all sectional and provincial S&T information activities.

- Creating and maintaining the national databank on science and technology.

- Implementing state management on S&T documentation sources and publications.

- Collecting, developing and processing national and overseas information sources on S&T in order to meet efficiently and effectively the information requirements for socio-economic development of the country.

- Researching and developing the application of advanced information technologies

- Providing S&T information and library services (including information system training, research and design, new information technology, technology transfer consultation, etc...).

- Propagating and disseminating domestically and internationally S&T achievements and knowledge.

- Editing, publishing the magazine, book, bulletins on science and technology

- Maintaining and developing Vista Portal, Techmartvietnam Portal and Vinaren Network.

2. ORGNIZATIONAL STRUCTURE

- NACESTI has 15 Divisions:

 - Manpower: more than 160 staff including more than 120 is professional staff: 8 persons of Ph.D degree, 14 persons of Master degree, 91 bachelor and engineers of different fields

3. INFORMATION RESOURCES

            Currently, NACESTI holds the most abundant S&T information resources in Vietnam with the Central Library on Science and Technology (founded in 1960) being regularly enriched, updated new documents, especially digital information resources.

¨      Over 220,000 book titles (9% in Vietnamese, 33% in Russian and 58% in Latin-based languages) in which 35% is of basic sciences, 45% of technical sciences and 19% of agriculture, forestry and health.

¨      Over 6,300 periodical titles in which more than 1000 titles are regularly subscribed.

¨      Over 3,500 reports of completed national R&D projects, 8000 draft documents of ongoing projects.

¨      A system of computerized databases created and maintained by the NACESTI:

-        Consultant experts - Database on Technology transfer Experts, Agencies, Consulting institutions and environment.

3.2. Vista Network

The Vietnam Information for Science and Technology Advance - VISTA is an internet/intranet network designed, managed and developed by NACESTI, providing Internet services (ISP) and internet contents (ICP) in the field of Science and Technology.

Vista services:

Ø      Access to NACESTI Databases online

Ø      Access to Databases on Vietnam standards, books in National Library and Index of Vietnam S&T theses.

Ø      Access to NACESTI’s electronic bulletins

Ø      NACESTI’s electronic publications, MOST’s Science and Development Magazines, S&T Activities Journal, etc.

Ø      Internet Services (World Wide Web, File transfer, electronic mail, web hosting etc.)

3.3. Vinaren Network

NACESTI is responsible to manage Vinaren Network (Tein 2 Vietnam). This is the Network served specially to research and education. Becoming members of Vinaren, they can use the foundation of modern information to cooperate with foreign countries. Vinaren created the strong network.

3.4. Vietnamese Technology Market on internet (Techmart Vietnam on line)

            NACESTI has set up, operated and developed Techmart online since 2003. Techmart online has following functions:

Ø      To introduce domestic and foreign advanced technologies;

Ø      To provide a platform for technology offers and demands demonstration,

Ø      To provide the favorable conditions for individuals and organizations to share experience, discuss related problems.

At present, Techmart online has more than 6,000 technologies, equipments offers, and over 1000 demands, 700 legal texts and over 1000 members of Techmart online. Techmart online is a member of Asian and Pacific Technology Transfer Network.

            This is the electronic platform on technology, equipment, where suppliers and demanders can meet, find the cooperation opportunity.

3.5. Network of Scientific and Technological Information served to SMEs

            NACESTI is implementing the applied research project on Network of Scientific and Technological Information served to SMEs with following contents:

News, necessary information for SMEs, technology exchange platform, skill education...

            This Network will become a member of Technology4smes Asian and Pacific Center for Technology transfer.

4.  INFORMATION SERVICES

¨      Information for decision-making, strategy formulation and S&T forecast.

¨      Technology Consultation: NACESTI provides information on technology market, technology transfer, joint-venture opportunities with domestic and foreign partners aimed at strengthening production, technology, product and service renovation... through database provision, technology catalogues, consultation documents, expertise training.

¨      Organizing workshops, customer meetings, exhibitions and fairs to introduce new technologies and products.

¨      Q&A information service providing reference and retrieval service to specific information requirements of individuals and organizations by a numbers of methods: answering immediately information questions, providing selective information, online information searching guidance...

¨      Selective dissemination of information service (SDI)

¨      Online Information Content (ICP)

¨      Expertise training courses taught by experienced foreign experts.

¨      As a non-profit Internet Service Provider (ISP), NACESTI offers internet access service to its S&T information users

            Every year, NACESTI organize Techmart at national scale or regional scale with objectif to promote to transfer technology from Insitutes, University and companies to production. This event is well appreciated by population.
